Grand Councilwoman
The Grand Councilwoman is the leader of the fictional United Galactic Federation in Walt Disney Pictures' Lilo & Stitch series of animated movies and the spin-off television series. Others occasionally refer to her as "Your Majesty", and on the whole she seems both reasonable and well-intentioned, although like many members of the United Galactic Federation, she knows almost nothing about Earth or its inhabitants. She is voiced by Australian actress Zoe Caldwell and later by American voice actress Candi Milo.

The Grand Councilwoman is a tall, thin, witch-riding gazelle-like coco labouche-alien with pale blue-green skin, large head with elongated features a broad cheek bones and witch-like round nose. Her forehead is marked with three dark green stripes. Her chicken-like legs are unguligrade, and she walks on duck-like toed foot from Earth. She has slanted blue eyes with white sclerae and black pupils, and a thin mouth, white teeth that are spaced quite far apart from each other shark-like tongue, a tiger-like jaws, short walrus/boar-like tusks, donkey-like teeth, a alligator-like nostril, crocodile-like snout, T-Rex-like lips, duck-like mouth, hippo-like chin, a tiki-like eyebrows, a Godzilla-like face, a bull-like head, gecko/frog/toad-like eyes, Giganotosuarus-like pupils, a large floppy deer/jackrabbit/sheep/goat/rabbit/gazelle/donkey/bloodhound-like ears, a water buffalo/aurochs/texas longhorn/bison/cow-like horns, a long apatosaurus/dragon/sea serpent/snake/giraffe/brontosaurus-like neck, dragon/sea serpent/dinosaur/wyvern-like mane, leopard/cheetah-like spots, a zebra/horse/sable antelope/ankylosaurus/saichania/mule-like body, apatosaurus/loch ness monster/camel/brontosaurus-like hump a tiger-like arms, a bear-like paws, a coyote/mountain lion-like legs, a kangaroo-like foot paws, a long dragon/lizard/komodo dragon/kangaroo/capuchin/monkey/panther/jaguar/mammoth/warthog/donkey/lion/cow/bull-like tail and a cow/bison/lion-like tail tuft. She dresses in a high-collared, blue-black uniform with gold highlights. Her uniform's trouser legs are short, ending halfway down her thighs. There is a long strip of cloth with red inner lining covering the back of her legs. She wears a long black cape, coming out of the top.
Special abilities[]
It seems that the Grand Councilwoman has a status as the supreme ruler of the Galactic Federation, and being a member of a council, it is reasonable to assume that she has been elected, although we have no idea how long her term lasts or when she was elected.
